Alabama Federal Aid Highway Finance Authority

The Alabama Federal Aid Highway Finance Authority (AFAHFA) successfully completed the refinancing of $91.2 million in federal highway grant anticipation refunding bonds (GARVEEs) issued in 2002. The refinancing is expected to result in total savings of $8.9 million over the remaining 6-year life of the bonds.

Phil Dotts, President of Public FA, Inc. Serves on SEC Panel

Phil Dotts, President of Public FA, Inc. recently served on a panel discussion on Distressed Communities organized by the Securities and Exchange Commission (SEC). The daylong event was held on July 29, 2011 in Birmingham, Alabama. This was the third of a series of field hearings the SEC is holding across the country. Municipal securities market experts from across the country spoke on five panels with a total of 22 witnesses. The five panels included Distressed Communities, Small Issuers, Looking at Disclosures, Derivatives Use in Municipal Finance and Pre-trade Price Transparency.

Public FA, Inc. Advises Madison County Communications District

Public FA served as financial advisor to The Madison County Communications District’s recent $12 million financing.

The Madison County Communications District provides a combined call-taking/dispatch operation supporting all local communication for law enforcement, fire, rescue, and EMS agencies for the cities of Huntsville and Madison, and for Madison County. It is the largest 9-1-1 center in Alabama and is the state’s only truly combined 9-1-1 and dispatch and communication facility. Collocating communications personnel has proven highly effective in coordinating emergencies involving more than one emergency service agency. The collocation trend is catching on at 9-1-1 centers throughout the nation and has demonstrated effectiveness in saving lives, apprehending criminals, and protecting property. The District is leading the way to better public safety communications throughout the world.

Public FA, Inc. Advises Alabama Public School and College Authority

May 18, 2011 -- The Alabama Public School and College Authority (PSCA) successfully completed the sale of $51.3 million in Qualified Zone Academy Bonds (QZABs) and the refinancing of $28.1 million of PSCA bonds issued in 2001. Together, the two bond deals are expected to result in savings of over $39 million over the life of the bonds.

Proceeds from the QZABs will be used by 16 public school systems for building renovations and other capital needs for 76 individual schools across the State of Alabama. Because of favorable tax treatment and an interest rate subsidy by the U. S. Treasury, the school systems participating in the program will effectively pay back only 75 cents for every dollar borrowed.
