Marcie Porter

Marcie Porter is Senior Vice President of Public FA, Inc. an independent financial advisor to public, non-profit, and corporate debt issuers Marcie Porter has been with PFA since it’s founding in 2000. In 2008, Marcie earned the designation of Certified Independent Public Finance Advisor (CIPFA) in accordance with the National Association of Independent Public Finance Advisors (NAIPFA) Bylaws and testing procedures. Marcie was the first individual to be granted this designation in Alabama.

Marcie works with clients on tax-exempt and taxable municipal financings as an analyst providing project management and technical support for public issuers of all kinds including housing, healthcare, public utilities, higher education, airports, municipalities, and public school systems, as well as for numerous industrial projects. Marcie also monitors the performance and current debt situation of certain clients on a regular basis and assists issuers with their SEC Continuing Disclosure requirements. Prior to the formation of Public FA, Marcie worked for an investment banking firm for two years and came from a mortgage banking background prior to that.

Ms. Porter’s responsibilities include the identification and evaluation of financing alternatives and restructuring opportunities, management of debt transactions, preparation of disclosure documents, asset management, development of credit presentations, and development of debt policies. Marcie has provided analytical and technical support for debt issuances, with a variety of credit structures, totaling over $5.7 billion. In addition to providing support to PFA’s public finance clients, Marcie is the lead manager of PFA’s role in the Capital Fund Financing Program administered by HUD to assist Public Housing Authorities in leveraging annually appropriated Capital Fund revenues for the modernization, renovation and development of Public Housing. Marcie has assisted over 70 Public Housing Authorities leverage their annually appropriated Capital Funds for debt service to finance modernization and development of Public Housing for a total borrowing of over $393 million.

Marcie also has a special interest in affordable housing. Marcie is the President of the Board of Directors of the Low Income Housing Coalition of Alabama (LIHCA), coalition of Alabamians joined together to address the housing crisis in our state and increase housing opportunities for those with the greatest financial need. LIHCA has over 100 members from all over the State. Recently, LIHCA hosted a conference with the Statewide alliance to end homelessness, and worked closely with legislators to have Housing Trust Fund legislation written and introduced. We have brought in experts from all over the country to educate us on affordable housing policy in other states and to educate our members on how they can better serve their clients. We work closely with legislators, agency officials, media, for-profit and non-profit developers and other organizations in advocating affordable housing policy in Alabama. Until recently, she served as executive director of Neighborhood Concepts, Inc., a non-profit affordable housing developer that has developed over 500 units of affordable housing in North Alabama. She is still serving in the role of accounting manager and handling the finances and other day to day operations.

Marcie also serves as Treasurer of the Board of the North Alabama Coalition for the Homeless (NACH), the Homeless Continuum of Care for North Alabama. NACH provides assistance and funding to homeless service providers in 3 counties in North Alabama as well as implements the Strategic Plan to End Homelessness as developed by the City of Huntsville.

Marcie earned a bachelor’s in Business Administration and Psychology from Converse College (Spartanburg, SC). She serves as Vice President of her neighborhood association and participates in the community watch program. Marcie enjoys reading, being outdoors, travelling and spending time with her seven year old son.
